I have a new TCI trans in box for the chevelle, As most of you know i was hit by sandy. the trans was still boxed up on two 5 gal buckets but the water still reached it, their was some water in the pan.
Should i be able to spin the larger outside shaft by hand ?

Tony you "should" be able to turn the shaft on either end although the output will be more difficult due to the drag from the clutch packs and drums. Make sure it's not in park before you try to turn it though.
If water has gotten into the front pump area, then that will be a major problem that might really hork stuff up there.
If it was mine, I'd pull it down as soon as you can and clean it out. Salt water is a bitch on metal parts, as you already know.

If you are referring to the "outer shaft" on the front of the transmission that's the stator support and it's fixed, it will not turn at all. The small inner shaft is the input and that's the only shaft that turns on the front of it. If it was just a little water in the bottom of the pan you might be OK but I think water would have to have been over the dipstick hole to get in the transmission at all and that would be enough to cause other problems. The clutch and band friction is bonded with a water-based glue so water will cause the linings to come undone.

thanks gear head, center shaft spins fine, everything was plugged. i figured out how to make pics smaller i will post a few up..
the plug for the dipstick was tight ( pics below ) so i am assuming it came in through the shafts, the middle shaft has a small hole that has some rust and the cover over the shaft had some water in it.
