With my APD belt drive fuel pump and bypass regulator the idle fuel pressure "bounces" between 1 - 3 pounds at about 1200 RPM. Increasing RPM to about 1800 - 2000 results in steady, as set pressure. Will a smaller idle jet in the regulator steady the low RPM pressure?

I don't run a bypass regulator but I do run a belt drive setup and my fuel pressure will fluctuate at idle also in the 2psig range +/-. You have to understand that fuel delivery/pressure in a belt drive system is RPM dependent and RPM at idle is NOT constant. As long as the down track fuel pressure is OK I wouldn't concern myself with what it's doing at idle as long as there's enough delivery to keep the fuel bowls full.
