That shouldn't be that way, the crank pulley should have the same thickness as the stock gear so the balancer fits right. If the balancer isn't on all the way it isn't able to do it's job correctly.
The Comp looked to be identical parts to a Jesel and appeared they would interchange. Don't know if they will for sure, they just "looked" like they would.
