Need a Dremel tool (or something similar) that will handle small drill bits, ie, .018 through .050 or so? Is there a kit that will cover that or do you have to buy the individual pieces to do this?

Ken, they have a drill chuck that will handle the small stuff. I actually bought a drill press for the Dremel as well to try to do e-bleeds. The chuck I have doesn't center the bit too well, you have to be extremely careful or you break bits. I still plan to try to make it work, what they want for drilled bleeds forces me to still drill them myself. I did see a neat too they use at BLP to do it, but I'll bet the price is out of line for us.
