Climate scientist Shukla investigation deepens

Science Agency Eyes Climate Change Professor’s Use of Millions From Taxpayers 3/23/16

The National Science Foundation’s inspector general appears poised to look into Jagadish Shukla’s management of federal grant money, much of it from the science agency itself.

The science agency has its own rules and guidelines governing grants, which would be applicable to the millions Shukla, 71, received from the agency.

“The longstanding cozy relationship between [government] grant-makers and grantees makes them blind to even the most obvious conflict of interest,” Bonner Cohen, a scholar with a free-market think tank in Washington, told The Daily Signal.

Shukla, a professor at George Mason University in Fairfax, Va., led the charge by 20 college professors to urge a federal investigation aimed at scientific skeptics who differ with their views on climate change.

At the same time, Shukla, his wife, and his research center were awash in taxpayers’ money, according to an internal audit by the university on which The Daily Signal previously reported.

New AMS survey busts the 97% climate consensus claim
Anthony Watts / 1 day ago March 25, 2016

Quote:
Fully a third don’t agree that man is the primary driver

Another survey of 4,092 members of the American Meteorological Society (AMS) from George Mason University (home of Shukla and the RICO20) on climate change attitudes in that organization was released yesterday. However, the survey itself is tainted with the stench of the RICO20 and their calls for prosecution and jailing of “climate deniers”.

The survey results show a general acceptance of the view that climate change is happening, and that the cause is partly due to human activity, but there is a contingent that sticks out like a sore thumb.

Dr. Roy Spencer notes on his blog:

But what I find interesting is that the supposed 97% consensus on climate change (which we know is bogus anyway) turns into only 67% when we consider the number of people who believe climate change is mostly or entirely caused by humans, as indicated by this bar chart:

Image

Fully 33% either believe climate change is not occurring, is mostly natural, or is at most half-natural and half-manmade (I tend toward that last category)…or simply think we “don’t know”.

For something that is supposed to be “settled science”, I find that rather remarkable.

Even given that 1/3 who don’t attribute man-made causes, personally, I think the numbers aren’t fully representative of what AMS members really think and that 1/3 number would actually be higher.

Two colleagues I know locally also got this survey, and they didn’t send it in because they didn’t believe their opinion or identity would actually be protected. Given that the operator of the survey, George Mason University is a hotbed of calls for prosecution and jailing of “deniers”, and that Edward Maibach is one of the people who signed the letter to the Whitehouse and who operated this particular AMS survey, I can’t say that I blame them. I wouldn’t have sent it in either when the man asking the questions might flag you for criminal prosecution for having an opinion he doesn’t like.

Survey results are available here: https://gmuchss.az1.qualtrics.com/CP/Fi ... W0HjZaiVV3

Looks like that strong El Nino is gone and the warm weather with it. Better keep those "long Johns" handy cuz you're probably going to need them!

Polar vortex to plunge cold into midwestern, eastern US in early April

By Alex Sosnowski, AccuWeather.com Senior Meteorologist
March 26, 2016; 8:00 PM ET

http://www.accuweather.com/en/weather-n ... l/56265180

Quote:
Arctic air will plunge into much of the central and eastern United States, as the polar vortex shifts its position during early April.

Following a pattern favoring more warm days than cold days into next week, a change will likely bring record cold to parts of the Midwest and East.

"The polar vortex will drop into Ontario during the first weekend in April," according to AccuWeather Long-Range Meteorologist Joe Lundberg.

This means arctic air will have a direct path into the Midwest.

"From Sunday, April 3, through the following week, most of, if not all, days will bring below-average temperatures from the northern Plains to the mid-Atlantic coast," Lundberg said. "We expect nighttime temperatures to drop to freezing as far south as the Tennessee Valley."

Temperatures will average 15-30 degrees Fahrenheit below normal with the core of the cold air directed at the North Central states. Normal highs during the first week of April are in the lower to middle 50s in Minneapolis, Chicago and Detroit and in the 60s from Kansas City, Missouri, to Nashville and Cincinnati.

"The intense cold could impact play for opening day MLB games in Pittsburgh and Kansas City, Missouri, on Sunday, as well as games elsewhere in the Midwest and Northeast on Monday," according to AccuWeather Lead Long-Range Meteorologist Paul Pastelok.

AccuWeather RealFeel® Temperatures could plunge into the single digits at times in part of the Upper Midwest and northern Plains.

The cold blast could spell peril for blossoming fruit trees and shrubs from parts of the Ohio and Tennessee valleys as well as portions of the Northeast.

"There is concern for the cold to damage fruit trees that are in blossom or have already blossomed, including apple, pear, plum, cherry and peach varieties," according to AccuWeather Senior Meteorologist Brett Anderson.

Germany March 2016 Comes In 0.3°C Below Mean …Yet DWD Calls It A Mild Month
By P Gosselin on 3. April 2016

See more HERE

Quote:
Germany’s DWD national weather service here has published the result of March 2016 weather in Germany – having crunched the data from some 2000 stations scattered across the country.

Although DWD insists March was “mild”, a closer look at the data reveals that it was in fact 0.3°C cooler than the 1981-2010 mean.

How did the DWD conclude that the month was warm? It used the mean of the obsolete 1961 – 1990 period, a time when the globe was gripped in a cool spell and the media was warning of “global cooling”. Compared to that period, March 2016 in Germany was 0.5°C warmer. Why the DWD still uses the 1961 – 1990 reference period while the rest of the world (e.g. NOAA, WMO, etc.) uses the 1981 – 2010 period remains a mystery.

Perhaps it has a little to do with activist science. Schneefan at wobleibtdieerderwaermung.de called the DWD press release an April Fool’s trick, writing:

By using the old climate mean, a warming gets faked – as we see once again in March 2016 in Germany – a realistic look compared to the mean of the last three decades […] shows that the trend has even switched to some cooling, …”

Indeed on April 1st Central Germany even woke up to a real weather April Fools trick – a blanket of snow on the ground: “Central Germany gets April Fooled with heavy snowfall“.

A plot of March temperatures over the past 30 years shows that 2016 was in fact among the colder ones and that the country has not seen any March warming over the past 30 years.

Image

Interestingly, the chart above shows that 8 years saw March outside of the shaded normal range: 4 were too warm and 4 were too cold. Clearly the cold ones were more extreme than the warm ones. Where’s the warming?

Finally, don’t be surprised if the March 2016 figure gets revised downward in a few weeks time. Over the past months the DWD has developed a habit of putting out “warmed” press releases on preliminary monthly results, only to quietly revise them downwards later on.

Crops at Risk: Will This Week Equal the $2 Billion Freeze of 2007?
April 4th, 2016 by Roy W. Spencer, Ph. D.

Quote:
Exactly 9 years ago this week, the eastern U.S. was plunged into below-freezing weather after an unusually warm March just got things growing. The result was about $2 billion in agricultural losses across 16 states.

Similar to that Easter 2007 event, the current forecast for late this week has temperatures into the lower 20s as far south as South Carolina; both Saturday and Sunday morning should see below-freezing temperatures into Alabama and Georgia

NOW IT BEGINS!! What am I talking about you ask? What I'm referring to is the use of subpoena to prohibit any negative speech/debate, etc against the "Global Warming Hoax"!! So much for our 1st Amendment Rights!!

CEI Fights Subpoena to Silence Debate on Climate Change
State Attorneys General attack free speech, intimidate policy groups and scientists
April 7, 2016

https://cei.org/content/cei-fights-subp ... ate-change

Quote:
The Competitive Enterprise Institute (CEI) today denounced a subpoena from Attorney General Claude E. Walker of the U.S. Virgin Islands that attempts to unearth a decade of the organization’s materials and work on climate change policy. This is the latest effort in an intimidation campaign to criminalize speech and research on the climate debate, led by New York Attorney General Eric Schneiderman and former Vice President Al Gore.

“CEI will vigorously fight to quash this subpoena. It is an affront to our First Amendment rights of free speech and association for Attorney General Walker to bring such intimidating demands against a nonprofit group,” said CEI General Counsel Sam Kazman. “If Walker and his allies succeed, the real victims will be all Americans, whose access to affordable energy will be hit by one costly regulation after another, while scientific and policy debates are wiped out one subpoena at a time.”

The subpoena requests a decade’s worth of communications, emails, statements, drafts, and other documents regarding CEI’s work on climate change and energy policy, including private donor information. It demands that CEI produce these materials from 20 years ago, from 1997-2007, by April 30, 2016.

On March 30, 2016, Attorney General Schneiderman, former Vice President Al Gore, and attorneys general from Massachusetts, Virginia, Connecticut, Maryland, Vermont, as well as Attorney General Walker, held a press conference in New York City to announce “an unprecedented coalition of top law enforcement officials committed to aggressively protecting and building upon the recent progress the United States has made in combating climate change.” Schneiderman said that the group, calling itself “AGs United for Clean Power,” will address climate change by threatening criminal investigations and charges against companies, policy organizations, scientists, and others who disagree with its members’ climate policy agenda.

CEI has long been a champion of sound climate change policy, and opposed previous attempts to use McCarthy-style tactics by officials aiming to limit discussions between nonprofit policy groups and the private sector regarding federal policies. CEI is being represented in this matter by attorneys Andrew M. Grossman and David B. Rivkin, Jr., who recently founded the Free Speech in Science Project to defend First Amendment rights against government abuses.

IMPORTANT AUSTRALIAN PAPER CHALLENGES HYPOTHESIS OF 'DANGEROUS GLOBAL WARMING'
Posted 15 April 2016

Quote:
Former Deputy Secretary of the Australian Treasury, Des Moore has spoken about global warming (GW) to the Victorian branch of the Australian Institute for International Affairs. He believes the skeptical view that man is causing dangerous GW is now acknowledged because of failure of temperatures to increase since 1997. He hopes that Obama will be replaced by a US President who recognises the possibility that the dangerous warming hypothesis may not be correct. The full text of Mr Moore's presentation is linked below, together with a supplement by scientist Dr Tom Quirk on pledges made at last December's meeting in Paris.

Early Forecast: Veteran Meteorologist Predicts Harsh 2016/17 Winter, And Worst Hurricane Season In 10 Years!
By P Gosselin on 15. April 2016

http://notrickszone.com/2016/04/15/earl ... BYrM6.dpbs

Quote:
Ocala, FL (PRWEB) April 13, 2016 – Global Weather Oscillations (GWO) has issued the most accurate hurricane and El Niño predictions by any organization over the past 8 years, and was right on the money with the United States winter predictions and California drought the past 3 winters.

With the El Niño transitioning to what is called “Neutral Conditions” and then to a weak La Niña by fall, the GWO says weather patterns will change rapidly during the summer and fall – bringing back weather patterns that caused active Atlantic Basin hurricane seasons from 2010 through 2012 – and a much harsher winter in some areas from the United States to parts of Europe and Asia.

An accurate prediction for the year that the California drought cycle will end is available on the GWO web site.

David Dilley, former NOAA meteorologist and now CEO of Global Weather Oscillations says – unlike the past three weak hurricane seasons that were suppressed by hostile atmospheric conditions and the 2015 El Niño – the next few years will be in a “Climate Pulse Hurricane Enhancement Cycle” that will provide very favorable conditions for development of Atlantic Basin tropical storms and hurricanes.

The Atlantic Basin Hurricane Season begins June 1 and averages 12 named storms, 6 hurricanes and 2.5 major hurricanes. Last season (2015) was close to an average season with 12 named storms, 5 hurricanes and 2 major hurricanes (includes Hurricane Alex that formed in mid-January). Typically the occurrence of an El Niño during a hurricane season suppresses the number of named storms significantly – but it did not significantly reduce the number of named storms last year, and this is a clear signal for what is in store the next few seasons.

Most dangerous, costly period in 10 years

Mr. Dilley says the combination of the relatively high number of named storms last year, and the El Niño transitioning toward a La Niña during the later portion of this season (2016), signals that a Climate Pulse Hurricane Enhancement Cycle will be in place during the upcoming 2016 season and provide very favorable atmospheric conditions for hurricane development and landfalls during the next couple of years – with this likely being the most dangerous and costly period in over 10 years.

The 2016 season will have 17 named storms, 9 hurricanes, and 4 major hurricanes.

Three of the GWO United States prediction zones are at high risk for hurricane conditions in 2016, and one zone is at risk for a major impact hurricane. In addition – the 2017 season will be more dangerous and costly than 2016, with 17 named storms, 9 hurricanes, 5 major hurricanes, and several of the GWO prediction zones will be at high risk for major impact hurricanes. Over the two year period, GWO expects 5 to 8 United States Hurricane Hot Spots.

Brutal US winter, drought in California

In addition to the change in the weather pattern that will be favorable for the upcoming active hurricane seasons, Mr. Dilley says the 2016-17 winter weather pattern will be dramatically different from last winter in many regions – with the upcoming winter pattern becoming more similar to the one that caused the cold Arctic Vortex outbreaks to plunge southward during the very cold 2014 and 2015 winters and a continuation of the California drought.

The very high Arctic Region that is a production center for cold Arctic air is already responding to the ending of the El Niño, and will likely experience colder than normal temperatures this summer – all of which will once again set the stage for very cold outbreaks in some regions from the United States to Europe and Asia. Detailed hurricane zone predictions, and more detailed regional winter predictions and 2-year Global El Niño and regional predictions can be acquired through the GWO web site.

The GWO researches and develops the “Climate Pulse Technology” (CPT). The CPT prediction model incorporates natural mechanisms that control the rhythm of weather and climate cycles, which in-turn control recurring California drought cycles, winter weather and future hurricane paths.

GWO’s research over the past 30 years has found that each of the Atlantic and Gulf coastal hurricane zones have different cycles, and within each cycle there exists smaller cycles – with each zone having their own unique cycle. GWO’s so-called Hot Spot predictions for the United States have been nearly 87 percent accurate since 2006, and instrumental for long-range planning by companies and other organizations.

18 spectacularly wrong apocalyptic predictions made around the time of the first Earth Day in 1970, expect more this year
Mark J. Perry
April 21, 2015

http://www.aei.org/publication/18-spect ... is-year-2/

Quote:
In the May 2000 issue of Reason Magazine, award-winning science correspondent Ronald Bailey wrote an excellent article titled “Earth Day, Then and Now” to provide some historical perspective on the 30th anniversary of Earth Day. In that article, Bailey noted that around the time of the first Earth Day, and in the years following, there was a “torrent of apocalyptic predictions” and many of those predictions were featured in his Reason article. Well, it’s now the 45th anniversary of Earth Day, and a good time to ask the question again that Bailey asked 15 years ago: How accurate were the predictions made around the time of the first Earth Day in 1970? The answer: “The prophets of doom were not simply wrong, but spectacularly wrong,” according to Bailey. Here are 18 examples of the spectacularly wrong predictions made around 1970 when the “green holy day” (aka Earth Day) started:

1. Harvard biologist George Wald estimated that “civilization will end within 15 or 30 years unless immediate action is taken against problems facing mankind.”

2. “We are in an environmental crisis which threatens the survival of this nation, and of the world as a suitable place of human habitation,” wrote Washington University biologist Barry Commoner in the Earth Day issue of the scholarly journal Environment.

3. The day after the first Earth Day, the New York Times editorial page warned, “Man must stop pollution and conserve his resources, not merely to enhance existence but to save the race from intolerable deterioration and possible extinction.”

4. “Population will inevitably and completely outstrip whatever small increases in food supplies we make,” Paul Ehrlich confidently declared in the April 1970 Mademoiselle. “The death rate will increase until at least 100-200 million people per year will be starving to death during the next ten years.”

5. “Most of the people who are going to die in the greatest cataclysm in the history of man have already been born,” wrote Paul Ehrlich in a 1969 essay titled “Eco-Catastrophe! “By…[1975] some experts feel that food shortages will have escalated the present level of world hunger and starvation into famines of unbelievable proportions. Other experts, more optimistic, think the ultimate food-population collision will not occur until the decade of the 1980s.”

6. Ehrlich sketched out his most alarmist scenario for the 1970 Earth Day issue of The Progressive, assuring readers that between 1980 and 1989, some 4 billion people, including 65 million Americans, would perish in the “Great Die-Off.”

7. “It is already too late to avoid mass starvation,” declared Denis Hayes, the chief organizer for Earth Day, in the Spring 1970 issue of The Living Wilderness.

8. Peter Gunter, a North Texas State University professor, wrote in 1970, “Demographers agree almost unanimously on the following grim timetable: by 1975 widespread famines will begin in India; these will spread by 1990 to include all of India, Pakistan, China and the Near East, Africa. By the year 2000, or conceivably sooner, South and Central America will exist under famine conditions….By the year 2000, thirty years from now, the entire world, with the exception of Western Europe, North America, and Australia, will be in famine.”

9. In January 1970, Life reported, “Scientists have solid experimental and theoretical evidence to support…the following predictions: In a decade, urban dwellers will have to wear gas masks to survive air pollution…by 1985 air pollution will have reduced the amount of sunlight reaching earth by one half….”

10. Ecologist Kenneth Watt told Time that, “At the present rate of nitrogen buildup, it’s only a matter of time before light will be filtered out of the atmosphere and none of our land will be usable.”

11. Barry Commoner predicted that decaying organic pollutants would use up all of the oxygen in America’s rivers, causing freshwater fish to suffocate.

12. Paul Ehrlich chimed in, predicting in his 1970 that “air pollution…is certainly going to take hundreds of thousands of lives in the next few years alone.” Ehrlich sketched a scenario in which 200,000 Americans would die in 1973 during “smog disasters” in New York and Los Angeles.

13. Paul Ehrlich warned in the May 1970 issue of Audubon that DDT and other chlorinated hydrocarbons “may have substantially reduced the life expectancy of people born since 1945.” Ehrlich warned that Americans born since 1946…now had a life expectancy of only 49 years, and he predicted that if current patterns continued this expectancy would reach 42 years by 1980, when it might level out.

14. Ecologist Kenneth Watt declared, “By the year 2000, if present trends continue, we will be using up crude oil at such a rate…that there won’t be any more crude oil. You’ll drive up to the pump and say, `Fill ‘er up, buddy,’ and he’ll say, `I am very sorry, there isn’t any.'”

15. Harrison Brown, a scientist at the National Academy of Sciences, published a chart in Scientific American that looked at metal reserves and estimated the humanity would totally run out of copper shortly after 2000. Lead, zinc, tin, gold, and silver would be gone before 1990.

16. Sen. Gaylord Nelson wrote in Look that, “Dr. S. Dillon Ripley, secretary of the Smithsonian Institute, believes that in 25 years, somewhere between 75 and 80 percent of all the species of living animals will be extinct.”

17. In 1975, Paul Ehrlich predicted that “since more than nine-tenths of the original tropical rainforests will be removed in most areas within the next 30 years or so, it is expected that half of the organisms in these areas will vanish with it.”

18. Kenneth Watt warned about a pending Ice Age in a speech. “The world has been chilling sharply for about twenty years,” he declared. “If present trends continue, the world will be about four degrees colder for the global mean temperature in 1990, but eleven degrees colder in the year 2000. This is about twice what it would take to put us into an ice age.”

MP: Let’s keep those spectacularly wrong predictions from the first Earth Day 1970 in mind when we’re bombarded tomorrow with media hype, and claims like this from the official Earth Day website:

Scientists warn us that climate change could accelerate beyond our control, threatening our survival and everything we love. We call on you to keep global temperature rise under the unacceptably dangerous level of 2 degrees C, by phasing out carbon pollution to zero. To achieve this, you must urgently forge realistic global, national and local agreements, to rapidly shift our societies and economies to 100% clean energy by 2050. Do this fairly, with support to the most vulnerable among us. Our world is worth saving and now is our moment to act. But to change everything, we need everyone. Join us.

Finally, think about this question, posed by Ronald Bailey in 2000: What will Earth look like when Earth Day 60 rolls around in 2030? Bailey predicts a much cleaner, and much richer future world, with less hunger and malnutrition, less poverty, and longer life expectancy, and with lower mineral and metal prices. But he makes one final prediction about Earth Day 2030: “There will be a disproportionately influential group of doomsters predicting that the future–and the present–never looked so bleak.” In other words, the hype, hysteria and spectacularly wrong apocalyptic predictions will continue, promoted by the “environmental grievance hustlers.

Surprise: Hurricanes create carbon sequestion – exceed carbon emissions by American vehicles each year
Anthony Watts / 4 hours ago May 2, 2016

See the full article HERE

Quote:
From Duke University:

While hurricanes are a constant source of worry for residents of the southeastern United States, new research suggests that they have a major upside — counteracting global warming.

Previous research from Duke environmental engineer Ana Barros demonstrated that the regular landfall of tropical cyclones is vital to the region’s water supply and can help mitigate droughts.

Now, a new study from Barros reveals that the increase in forest photosynthesis and growth made possible by tropical cyclones in the southeastern United States captures hundreds of times more carbon than is released by all vehicles in the U.S. in a given year.

Dem AG Targets 90 Conservative Groups in Climate Change Racketeering Suit
Subpoena demands Exxon correspondence with Heritage, Cato, Mercatus, Hoover, and Reason, among others

Quote:
The attorney general of the U.S. Virgin Islands is targeting dozens of conservative and libertarian organizations in a racketeering lawsuit against climate change skeptics that has been widely described as an effort to silence political opponents.

In a subpoena issued in March, the office of USVI attorney general Claude Walker demanded from Exxon Mobil copies of communications between the oil company and 90 different political and policy organizations “and any other organizations engaged in research or advocacy concerning Climate Change or policies.”

The subpoena was part of a national, coordinated legal campaign by state attorneys general and left-wing advocacy groups to use the legal system against companies and organizations that disagree with and advocate against Democratic policies to address global climate change.

The existence of the subpoena was first reported by the Wall Street Journal in April. A newly released copy obtained by the Washington Free Beacon reveals the names of the organizations targeted in the effort, which had previously been redacted.

Those organizations include some of the nation’s preeminent conservative and libertarian nonprofit groups. The AG is requesting Exxon Mobil communications with the Heritage Foundation, the Cato Institute, the Federalist Society, the Hoover Institution, the Reason Foundation, and the Mercatus Institute, among other groups.

One target of the subpoena, the libertarian Competitive Enterprise Institute, has already publicly responded to Walker. Its attorney called the attorney general’s subpoena “a blatant attempt to intimidate and harass an organization for advancing views that you oppose.”

“Your demand on CEI is offensive, it is un-American, it is unlawful, and it will not stand,” wrote Andrew M. Grossman, an attorney with the Washington firm BakerHostetler. “You can either withdraw it or expect to fight.”

Walker’s efforts will likely meet similar resistance from other organizations targeted by the subpoena, some of which have publicly denounced it in reference to its targeting of CEI.

Hans von Spakovsky, a former Federal Election Commissioner and a senior legal fellow at Heritage, called the subpoena “a truly outrageous abuse of [the attorney general’s] authority and a misuse of the law.”

“This investigation is intended to silence and chill any opposition,” von Spakovsky wrote. “It is disgraceful and contemptible behavior by public officials who are willing to exploit their power to achieve ideological ends.

Walker’s subpoena is part of a coordinated effort by Democratic attorneys general spearheaded by New York’s Eric Schneiderman and undertaken in consultation and cooperation with leading environmental advocacy groups.

The participants huddled at a Jan. 8 meeting at the headquarters of the Rockefeller Family Fund, a left-wing foundation.

At the meeting, RFF, Greenpeace, other environmental groups discussed ways to “delegitimize [ExxonMobil] as a political actor,” “force officials to disassociate themselves from Exxon,” and “drive divestment from Exxon,” according to a copy of the meeting agenda obtained by the Washington Free Beacon last month.

One strategy that activists discussed was to enlist like-minded state attorneys general to use their powers to go after the oil company.

Emails subsequently obtained by the Energy and Environment Legal Institute show that staffers at groups involved in the effort then briefed aides to those AGs. They discussed using “climate change litigation” to advance their political goals.

Walker expressed an interest in “identifying other potential litigation targets” in one email.

Walker’s subpoena is itself of dubious legality, according to some legal experts.

“What they’re doing looks like a restrict the First Amendment free speech rights of people they don’t agree concerted scheme to with,” itself a potential violation of federal law, wrote University of Tennessee law professor Glenn Reynolds.

The 85-Year “Pause”
By Ed Caryl on 5. May 2016

Quote:
Yes, you read that right. There has been NO warming in 85 years.

There are many surface land stations with records going back more than 100 years. Some records exist back to 1880 and earlier. GISS cuts the records off at 1880. There are many gaps in these records before 1930, and all the 20th Century warming occurred before then.

How do I know this? I scanned the GISTemp web site for locations with long records, that were as continuous as possible, with a variety of satellite brightness indexes. Because the U. S. Weather Bureau was especially diligent in setting up measurement stations, 60% in this study are U. S. Over the rest of the world it was very difficult to find stations with both long, continuous records, and a zero satellite brightness index. I stopped searching after finding a total of 50 stations.

The satellite brightness index is used by GISS as a proxy for population and thus a proxy for urban warming. It is then used to calculate the amount of “homogenization” to apply to cities and towns. Locations with a brightness index (BI) of 10 or less is considered “rural” and no homogenization correction is applied to those with zero brightness. However, Time of Observation (TOBs) and move corrections are still applied to these stations. GISTemp has downloadable temperature data for: Unadjusted temperature, Adjusted temperature (TOBs and move adjustments), Adjusted and Cleaned data (Cleaning removes data considered unreliable in some way) and Homogenized data. For the 50 stations, Unadjusted, Adjusted and Cleaned, and Homogenized monthly data were downloaded. Of these, 20 stations are considered rural, with a BI of 10 or less. 15 are towns with BI between 11 and 32, and another 15 are cities with a brightness index of more than 32. I attempted to select pairs or triplets of locations that had a large city with close by rural stations. This was easy in the U. S., with the high density of stations, but more difficult in the rest of the world where stations might be separated by hundreds of kilometers.

Global Cool-Down In The Works …Latest U.S. Scripps Institute Data Indicate Super-Charged La Niña!
By P Gosselin on 7. May 2016

See this entire article HERE

Quote:
Meteorologist Joe Bastardi at Twitter posted a chart from Scripps Oceanography Institute, which does put out some excellent work despite a fair amount climate science activism from a few of its scientists.

According to the Weatherbell meteorologist, Scripps has forecast a La Niña under -2.0 over five consecutive month, as the following chart shows:

Image

While it’s still questionable that the La Niña will arrive already this summer, there is rapidly diminishing doubt that it will be hitting the globe hard by wintertime. Joe adds:

The implication of the SCRIPPS forecast with the ONI is it would more than counter the recent strong el nino, over a multi year period”

The Australian Bureau of Meteorology writes here (April 26, 2016):

Eastern tropical Pacific sea surface temperatures have cooled significantly in the past fortnight, and are now approaching neutral levels. As temperatures under the surface are below average, more surface water cooling is expected. However the atmosphere is only slowly responding to these changes, and hence the Southern Oscillation Index (SOI) and cloudiness near the Date Line continue to fluctuate around El Niño thresholds.

Six of eight international climate models suggest the tropical Pacific Ocean will return to neutral levels within the next month. By September, seven of eight models suggest La Niña thresholds are likely. However, individual model outlooks show a large spread between neutral and La Niña scenarios.”

The following chart from Wikipedia gives an overview of all La Niña events occurring since 1900.

Image

Note how in the above figure a lack of La Niña events persisted from 1976 to 1998, a time that saw the globe warm some 0.6°C. Since 1998 the frequency of La Niña events has increased with global temperatures remaining flat. Back in the early to mid 1970s, a time of frequent La Niña events, much of the media warned of a coming little ice age. For example in 1974 German Spiegel news magazine warned that the chances of warming were less than 1 in 10,000! A number of scientists sounded the ice age alarms, blaming it in part on sinful human activity.

By 1986, with La Niña events having been absent close to 10 years, Spiegel flipped and began its spectacular warnings of global warming, showing a semi-submerged Cologne Cathedral on the cover of a 1986 magazine. by 1988, James Hansen was before Congress prophesizing the end of the world.

Significant midterm climate cooling in the pipeline?

The oncoming La Niña in combination with weakened solar activity and a flip towards the cool phase by the Atlantic Multidecadal Oscillation (AMO) may soon be all working in tandem to set up months of global cooling ahead, which means a likely resumption in the overall global warming pause over the latter part of the current decade.

Global temperature over the years ahead will hinge in part on how frequently La Niña events occur.

The war on climate skeptics was just dealt a lethal blow as a Virginia Judge has dropped the hammer on academia for trying to use the RICO statutes to prosecute anyone who isn't on board with the climate change HOAX! GOOD FOR HIM!!

Virginia Circuit Court Dissolves Protective Order on GMU Professor’s E-mail; National Campaign led by AG’s to Use RICO Against ‘Climate Skeptics’ will be Revealed in Released E-mails
Craig Richardson

Quote:
Washington, D.C. – Today the public came one big step closer to learning the truth behind how university professors launched “a national campaign” to have state attorneys general investigate and prosecute political opponents under the Racketeer Influenced and Corrupt Organizations Act (RICO) — investigations which have now swept up think tanks and climate scientists who have dared challenge the climate agenda and claims made to force it into place.

Representing Christopher Horner and the Competitive Enterprise Institute, attorneys from the Free Market Environmental Law Clinic successfully argued that the public records of Professor Edward Maibach should now be disclosed to all, having previously been submitted to the court under a protective order. Having reviewed these emails under seal, we were aware of their connection and importance to the ongoing and expanding abuses by state AGs to use law enforcement powers to go after opponents.

On April 22, the Richmond (VA) Circuit Court held that the emails were public records, that they are not protected by any exemption and thus must be disclosed. Because they were being held secret under a protective order, and in light of the Court’s decision, today FME Law asked the court to dissolve the protective order and allow the records to be made public. The Virginia Assistant Attorney General, representing George Mason University, asked the protective order remain in place and that the ruling be stayed while it appealed the underlying decision to the Supreme Court. After extensive oral argument, the Court concluded that the appeal would most likely fail and thus it dissolved the protective order, allowing the public to view records about a disgraceful campaign that the public paid for.

Director of the FME Law Clinic, David W. Schnare, commented, “We need to protect the work of academics as set forth in Freedom of Information Acts, which laws make exception for information that should be legitimately protected, for example relating to research. But when professors voluntarily enter the policy arena, particularly in this case when they use their positions specifically to advance a political agenda, they are no different than any other government employee and the law treats them accordingly.”

FME Law, the Energy & Environment Legal Institute, and others should now look forward to publicly discussing what this information reveals about the ongoing campaign by taxpayer funded academics, law enforcement officials, and major political party donors to use the offices of attorney general to prosecute and silence political opponents.

Please see the links below for documents relating to this case, and released e-mails:

The Energy & Environment Legal Institute (E&E Legal) is a 501(c)(3) organization engaged in strategic litigation, policy research, and public education on important energy and environmental issues. Primarily through its petition litigation and transparency practice areas, E&E Legal seeks to correct onerous federal and state policies that hinder the economy, increase the cost of energy, eliminate jobs, and do little or nothing to improve the environment.

Looks like a guilty party is in a panic!! I would be too if I had engaged in the crap he and the rest of the RICO 20 have!! I sincerely hope that there's some jail time in these guys future, but, I won't hold my breath! It is fun to know they are feeling the heat!

BREAKING: #RICO20 Edward Maibach tries ’emergency stay’ to retroactively pull Shukla/George Mason University emails from view
Anthony Watts / 2 hours ago May 23, 2016

https://wattsupwiththat.com/2016/05/23/ ... from-view/

Quote:
People send me stuff. It seems that one of the two main ringleaders of the RICO20 is trying some legal wrangling this morning to head off disclosure of more documents.

The legal filings (in links below) show that this morning legal council for Ed Maibach rushed to Richmond court seeking an emergency stay of the GMU production of everything RICO20 related – including what was already released, and which new material was supposed to be released today under court order. I’m told that defying that court order, the VA Attorney General/GMU general counsel just now refused to produce the records owed to CEI, citing the fact that Maibach doesn’t want him to comply with the court order, per a filing which…admits there is a court order for him to produce these records.

I’m told CEI will prepare a motion today to compel GMU to comply with the court and seek fees/sanctions as appropriate. What has already been made public due to the court dissolving the protective order is and will remain public, because the Internet never, ever, forgets.

It seems very odd that this rush for ’emergency stay’ should come now given the horse has already left the barn with the first tranche of emails. Obviously, Maibach is panicked, there must really be some damning stuff in the emails and documents he’s trying to prevent being released today.

Public court documents (PDF):

2016 05 23 Exhibit for Maibach Motion for Stay
2016 05 23 Exhibits for Maibach Motion to Intervene (incl Affidavit)
2016 05 23 Maibach motion to intervene MEMO
2016 05 23 Maibach motion to intervene
2016 05 23 Maibach motion to stay

UPDATE: CEI fires back at Ed Maibach over ’emergency stay’ of #RICO20 FOIA documents – looks like he’s toast
Anthony Watts / 21 hours ago May 23, 2016

https://wattsupwiththat.com/2016/05/23/ ... hes-toast/

Quote:
People send me stuff. Earlier today, we saw that Ed Maibach himself hired an attorney to file an emergency stay of release of FOIA documents that George Mason University had planned to release, along with the retroactive removal of the previous tranche of GMU documents from last week that were quite damning in their illustration that Maibach and Shukla not only used their position at GMU to pursue and ask for punishment of climate skeptics and corporations, they were trying to cover it up late in the game by asking to switch to private emails once they started getting some serious public blowback.

There actions are so transparent as to their motive, that many WUWT commenters, including Steve McIntyre were able to see that the legal argument presented by Maibach was full of holes. Most importantly, it seems that GMU is not defending Maibach either with legal counsel or by issuing any statement, suggesting to observers that they have cut him loose from their compliance arguments and he is on his own. For that reason, I think he’s going to be toast.

Some of the very same arguments showing why Maibach’s position is untenable seen in comments from our previous story today, are in the legal response from CEI, which I have a few excerpts of below:
